The responses reproduced here were solicited from candidates via a written questionnaire conducted by Montana Free Press in March 2026. Responses were limited to 1,000 characters and have not been edited or fact-checked.

When a president deploys U.S. armed forces into combat for a month or longer without authorization, should the War Powers Resolution of 1973, which gives Congress the power to declare war, be enforced? If not, should the War Powers Resolution be revised, replaced, or discarded? Briefly explain your reasoning.
Michael Black Wolf:

Yes. It is one of the checks and balances that the legislative branch has on the executive branch. Ultimately Congress can keep the United States from having to send our soldiers into harm's way for unjust Wars and for a president's Personal Agenda.

Many of Montana's rural hospitals and clinics are facing financial stress because of low patient volume and tight budget margins. What, if anything, should Congress be doing to support Montana’s health care providers?
Michael Black Wolf:

The nation's current Healthcare crisis is directly impacting Montana's rural Hospitals and Clinics and that is one thing that Congress needs to take head-on. As your next senator from Montana one of my priorities is to make sure that we get Medicare for All codified and implemented for all Montanans. When Montana's don't have to worry about how they're going to pay their next doctor bill we will more likely make more frequent Healthcare visits to our healthcare providers.

Describe two issues unique to Montana that you intend to address. Explain how you’ll get the job done.
Michael Black Wolf:
  1. Montana and Tribal Nation food sovereignty. By supporting Montana's agricultural producers and breaking up the large corporations that have a monopoly on both livestock and grain producers and bringing that back to a local level here in Montana with multiple outlets for our producers to sell their livestock and Grains too.
  2. Supporting Montana veterans. I will do everything that I can to make sure that the process for getting VA benefits for Montana's veterans is simplified and makes it easier for them to get access to their VA benefits and approved for their VA benefits.
Identify options or strategies available to federal officeholders to address home ownership and cost of living in Montana.
Michael Black Wolf:

Homeownership and the cost of living in Montana as a concern to all montanans specifically it all starts with the cost of living what we need to do is raise the federal minimum wage to a rate that allows hard working Montana's to only have to work one job to provide for their families and ultimately afford housing. By restructuring the tax system and making sure that everyone regardless of their income pays their fair share in taxes, those resources can then be reallocated to help and assist with the housing crisis in Montana.

Briefly describe any traits and actions that would distinguish your service from that of the elected official who currently occupies the office you’re running for.
Michael Black Wolf:

As opposed to Steve Daines I won't just provide lip service to make things sound good and like everything is going great for everybody in Montana when in fact we know it's not. I will make sure as a hard-working middle class person myself, I am able to understand and sympathize with our hard-working middle class and those less fortunate in our state to help lift them up and increase their quality of life. Through sound and Common Sense legislation we can actually make life better for all montanans not just a select group who are benefiting from the current economic environment and the current tax system in place for our country.
