Independent candidates are currently gathering signatures in an attempt to qualify for the general election ballot. Independent candidates do not participate in primary elections.

The responses reproduced here were solicited from candidates via a written questionnaire conducted by Montana Free Press in March 2026. Responses were limited to 1,000 characters and have not been edited or fact-checked.

When a president deploys U.S. armed forces into combat for a month or longer without authorization, should the War Powers Resolution of 1973,& which gives Congress the power to declare war, be enforced? If not, should the War Powers Resolution be revised, replaced, or discarded? Briefly explain your reasoning.
Jonathan Windy Boy:

Definitely. There is a process the US goes in to war. And the congress is the only one to authorize the move. Until that resolution is amended or repealed. Any other action should be considered null and void. Nobody is above the law. Nit even the President. Should it be replaced. NO, because it removes the separation of powers between the Administration and Legislature.

Many of Montana's rural hospitals and clinics are facing financial stress because of low patient volume and tight budget margins. What, if anything, should Congress be doing to support Montana’s health care providers?
Jonathan Windy Boy:

Rural hospitals and clinic have lower patient flow because of the elimination of Medicaid and other access to affordable healthcare. Medicaid access to Medicaid needs to be restored more resources needs to be brought back to Montana to keep these facilities open. $4.8 trillion dollars have been added to national debt. We need to take care of our own people rather than the top 1% of rich peiple.

Describe two issues unique to Montana that you intend to address. Explain how you’ll get the job done.
Jonathan Windy Boy:

There are many. 1) Restore Indigenous rights and honor treaties of tribes (health, education and welfare). 2) healthcare for all. 3) Pass a farm bill. There are many more. But thats a start.

Identify options or strategies available to federal officeholders to address home ownership and cost of living in Montana.
Jonathan Windy Boy:

Implement fair practices and policies. One way would create lower interest rates. Pass a farm bill to encourage our farmers and ranchers produce.

Briefly describe any traits and actions that would distinguish your service from that of the elected official who currently occupies the office you’re running for.
Jonathan Windy Boy:

The service I've provided in the last 28 years are proven. My record, votes and position can easily be fact checked. Im a no nonsense, get to the point and tell it like it is individual. My working with Republican as a Democrat is proven and successful. My knowledge base is broad. Bottom line, I believe im the most qualified candidate to represent Montana. Im born and raised in Montana. I have mamy generations of being a Montanan behind me. And the investments i have in Montana is never in question.
